HAMMOND (December 31, 2025)- The Tangipahoa Parish Sheriff’s Office (TPSO) has arrested an Independence man for tragically killing his brother during an argument. Vincent Hart, 58, has been booked on one count of 2nd Degree Murder in the death of 48-year-old Dalvis Hart. Around 5:45 p.m. Tuesday evening, December 30, a 911 call came in reporting two men fighting in a parking lot in the 11000 block of Highway 190 in the Hammond area. Shortly after, a second call came in reporting that the argument had escalated to a shooting. Deputies arrived to find the victim suffering from a gunshot wound and not breathing. He was transported to an area hospital, but did not survive. During the investigation, detectives learned the victim worked at the incident location and the suspect showed up there for unknown reasons before the argument began. “This is a tragedy that just didn’t have to happen,” said Sheriff Gerald Sticker, “I urge everyone to please choose words over weapons when disagreeing with others. December 29, 2025, City of Hammond, LA – In October 2025, the Hammond Police Department Narcotics Division and the Tangipahoa Parish Sheriff's Office Narcotics Division began an investigation into Gelvin Jennings, 43 years old of Hammond. Detectives suspected Jennings of distributing crack cocaine and possibly heroin while on federal probation.During the investigation, detectives were able to purchase crack cocaine from Jennings and obtained a warrant for his arrest. Detectives also obtained a search warrant for his residence and vehicles. On December 17, 2025, detectives arrived at Jennings's residence to conduct the search warrant. Jennings' son, Galvin Stevenson, 19 years old of Hammond, was located inside the residence. Detectives located numerous items used in the distribution of crack cocaine and heroin, including:Multiple digital scales Razor blade with suspected crack cocaine residue Multiple boxes of disposable glovesMultiple boxes of sandwich bagsFiber powderBaking sodaMultiple sandwich bags with cut cornersDetectives located a handgun in Jennings's bedroom and another handgun with an extended magazine in Stevenson’s bedroom that Stevenson acknowledged was his. Detectives also located a small amount of marijuana in Stevenson's room and later learned Stevenson is currently out on bond for possession of a firearm and illegal narcotics. Ammunition was also located inside the residence. Detectives located $11,000.00 in Jennings's truck. The cash was wrapped in grocery bags and hidden inside a compartment of the truck. Jennings is currently on federal probation for illegal narcotics charges and is prohibited from possessing a firearm. Jennings was not at the residence, and an additional warrant was issued for Jennings. On December 23, 2025, Jennings turned himself in to the Hammond Police Department where he was booked for his outstanding warrant, transported to the Tangipahoa Parish Jail, and booked on his additional warrant through TPSO. The Hammond Police Department would like to thank the Tangipahoa Parish Sheriff's Office for assisting with this investigation.
